Abstract

An increasing awareness of environmental issues brought to the forefront the necessity to integrate environmental protection in planning. Such an approach implies a re-orientation of development policy priorities in multi-dimensional spatial and temporal terms. In recent years a great deal of interest is concentrated on the substantive and procedural aspects of the preparation of development programs integrating monitoring and evaluation. Such a framework provides an opportunity for the integration of the environmental dimension in planning. Although the integration of environmental considerations in planning has met with wide acceptance its implementation encounters problems which stem from basic differences in the methods of approach to environmental and development issues and the lack of operational integration of planning at various spatial levels.
