The housing sector in the Hellenic reality: an assessment of major economic aspects

Abstract

The paper reviews the interactions of the housing sector with the economy, regarding the Hellenic case. First, the basic, theoretical trends, as experessed in the international bibliography, are summarized, and the impediments in the elaboration of a generally accepted theoretical framework are stated. After a brief review of the state of the housing sector and the respective policies in post-war Greece, the paper discussies the greek literature covering the relation between housing and the economy, and cites some possible causes for its rather peculiar (under)development, given the importance of the housing sector in Greece. Then, the major topics in the debate on the housing-economy relationship in Greece are assessed, and namely the pseudo-dilemma on the "productivity" of housing investments, the relation between housing and industrial investments, and the impact of housing on the banking sector and on inflation. From this short analysis, it is made obvious that a more thorough and global investigation of the economy-housing relation is required. This investigation, while based on internationaly accepted methodological advances, should be substantiated with the acknowledgement of the important structural particularities of the Hellenic case, rather than founded upon questionable assumptions, whether neo-classical or neo-marxist.
