This school of thought is characterized by its focus on economies of scale (both external and internal) in the production process, but also by its emphasis on imperfect competition. The NEG has already had a profound impact on economists and geographers alike, but at the same time has been under attack by a number of scholars on the basis that even though the NEG has criticised traditional economic geography and regional science, it suffers by the same formalism and detachment from reality. This paper presents the basic concepts of the NEG. Its critique, and a comparison between new economic geography and the alternative framework of Sheppard and Barnes, who tried to use a mixture of the mathematical formalism of analytical Marxism and neo-ricardian concepts of space. In the first section the contemporary regional inequality in employment rates and employment growth in the European Union is presented. The next section discusses the main developments of the European Union towards the policy for employment creation. After a brief description of the method applied for the analysis (shift-share analysis) we present the changes in regional employment over the period, with particular emphasis on (fie components of those changes. The European regions are grouped according the Boubeville classification and some policy priorities are proposed for each one of them. A special reference is made for the Greek regions. Literature on this theme is strongly concerned with the elements related to the ability of "successful areas" of structural adjustment to the international and national competition. In this context a lot of studies, such as the ones worked out by the European Commission, have pointed out the crucial role of the areas' competitiveness. The so-called "new regionalism" approach and especially its theoretical strands of "un-traded inter-dependencies" as well as that one of the "intelligent region" tend to prevail in the relevant debate on an international level. This article attempts to present the theoretical formation of the above-mentioned approaches as well as to identify the meaning of spatial competitiveness and its determining factors. Within this context the article also sets the issue of the less developed areas and their perspectives for convergence. Δημήτρης Φουτάκης Copyright (c) 2015 Topos 2015-10-16 2015-10-16 45 60 10.26266/jtovol18pp45-60 Transformations and perspectives of regional innovation systems in Greece: Central Macedonia, West Macedonia and Thessaly https://ojs.lib.uom.gr/index.php/topos/article/view/6072 In the context of convergence and cohesion between the European regions, the promotion of innovation in regions that are in different phases of development has been a central objective of European Regional Policy. In this paper, based on the implementation of successive European Regional innovation Programmes in three Greek regions, namely Central Macedonia, Western Macedonia and Thessaly, we examine the trajectory and the transformations which have occurred in these regional innovation systems. At the outset, we identify obstacles and weaknesses in establishing dynamic innovation systems in these regions, considering the outcomes from the implementation of the first generation of the European Regional Innovation Programmes (RTP/RIS). Then, upon completion of the second phase of these Programmes (RIS+/RECITE), we observe the formation of a new regional policy oriented towards the creation of innovation supporting mechanisms, knowledge transfer institutions, collaborative networks and cooperations between the various regional agents, in order to shape the local innovation environment. Based on these observations, we came to the conclusion that European Regional Policy, via the innovation Programmes, has significantly contributed to the reinforcement of regional innovation systems in less favored regions in Europe. Also with statistical data from Greece and by using linear regression model is estimated the influence of every determinant factor in the “tourist attractive" formation for all the prefectures in Greece apart from the islands' one. Finally the empirical investigation effects are evaluated and the final results are formulated. To this end, an analysis of the modern tourist tendencies is presented. The prefecture of Magnesia, Greece, one of explicit inclination in tourism is taken as a case for trie paper. To analyse the issues, the experience drawn from two research projects and a further study carried out by the University of Thessaly is presented. A categorization of the local actors and their positions against the issues in question are presented. A further post vision of the issues some years after the completion of the projects is attempted and conclusions are drawn for planning perse and the triple issue in question. Παντελής Σκάγιαννης Copyright (c) 2015 Topos 2015-10-16 2015-10-16 109 128 10.26266/jtovol18pp109-128 From paradise to Faust's no-way-outs: a discussion on the relation between reception culture and development in Southern Romania https://ojs.lib.uom.gr/index.php/topos/article/view/6067 The Danube Delta as a valuable aesthetic, environmental and economic resource for Romania as well as for Europe poses urgently today two issues; on the one hand the obligations that accrue from forms of ideal spatiality like the Delta for Romanian and European society with reference to the context and the limits of Romania's (presently an EEC associate member) development, and on the other the dynamics of culture as a vehicle for development. The discussion also refers to tourist and industrial activity in the area, and, more generally, to national development during the present transition from a centrally designed and controlled economy to market economy in a globalized environment. The analysis stresses the sectional role of Romanian architectural and territorial design and planning experts and the existence of aesthetic similarities and differences of the area in question with other countries of the Balkans and of Western Europe. Important, although not always positive parameters in the social, political, and development process are ideologies related to Romanian nationalism and the process of "imagined communities" formation in the Balkans, the historical country-city dichotomy, the "popular passivity", and the legacy of deplorable past spatial and development choices. The dialectic of similarities and differences in the Balkans can be turned to advantage towards metaphysics of the aesthetic as a value per se, as well as for pursuing a development mode! that is sensitive towards the present historical and cultural juncture. This model must respect the historicity of the Weltanschauung in the geography of the Balkans, as well as the natural, cultural, and mnemonic environment, and to incorporate them creatively into future development policies. The entrepreneurial activity constitutes in the development process substantial element but the implementation of a sectorally and spatial specialized, active industrial policy remains the basics pre-condition for the transformation of the local industrial agglomeration into a dynamic industrial cluster able to complete in the global markets on a collective efficiency basis. In the beginning there is an effort to clarify the main concepts and terms related to the contemporary management of this heritage. It follows an overview of the existing situation in Greece from the point of view of users ('consumers of heritage') while a reference is made to the problems of technical, organizational and social character which affect the process of heritage protection. The paper also focus on the problem of integration of the management actions into the broader spatial/territorial planning and development according to the principle of a rather global approach of heritage which combines ecological, cultural and socio-economic dimensions. Finally there is an attempt of sketching some suggestions about how to deepen public participation, to assure new financial sources and to establish a new structure/institution at national level (coordinating body composed of representatives of various actors) acting as a dialogue forum and beeing responsible for the elaboration of the necessary strategy towards sustainable heritage protection and management. The purpose of the paper is the pinpointing of the contribution of their connection in the theory and policy of urban planning, and especially in the planning of sustainable/cities. Although there is an emphasis on Greek reality, comparison is also made with the international experience. Scenario has been often used in long term planning for socioeconomic development at local, regional and supra regional level, for the assessment of alternative policy options as well as for the elaboration of a vision for an area. In contrast to forecasting which aims at defining what will happen, scenario perceives future as open, to be shaped. For this it describes future with the help of alternative future states which do not correspond to forecasting. Scenario is not defined with a unique way, while for its development a significant number of substantially different methodological approaches and techniques can be used leading to different types of scenarios. Of particular interest is the utilization of Scenarios for Strategic Environmental Planning with the aim to anticipate uncertainty, to adopt a long term perspective, to develop a strategy for sustainable development, as well as a tool to support participation, negotiation and learning among participants. Within this context the use of Scenarios in the Coastal Area Management Program (CAMP), which is being implemented in the Mediterranean region, under the auspices of the United Nations Program for the Environment (UNEP), will be presented with the aim to highlight opportunities arising from the use of the scenario method as well as to identify weaknesses in its implementation. Finally some general guidelines for the development of scenarios are presented.
