International Law as a Weapon of the Weak and the Mighty How Bureaucracies Affect the Implementation of Foreign Policies

Abstract

The method of this study is based upon research of legal texts, International Conventions and case studies, using a qualitative analysis of sources and international legislation. The context of this research lays upon the elements of international law, its strategic aspects and its weaponization, as well as upon the influence of bureaucracy on public policy making. Furthermore, an explicit presentation is provided regarding the strategic interaction of international law provisions, when states or international organizations forge and implement foreign policies.
