Περίληψη

Designing a system wide reform such as that involved in a new teacher evaluation system is a difficult, problematic and challenging task. Awareness about the new developments and trends in the literature as well as technical expertise is required in defining what constitutes good teaching and selecting appropriate methods for collecting accurate data. Equally important, however, is the determination of the main objectives pursued by the new system, which will provide the theoretical base and the philosophical direction of the system. The purpose of this article is to present, describe and analyze a new proposal concerning a new teacher evaluation system in Cyprus. Doing so, the contemporary international trends in teacher evaluation are examined, and in the light of these findings the present situation in the Cyprus Educational System is described through a critical presentation of the existing system. This critical approach brings to the surface the feeling of a general dissatisfaction as well as the main deficiencies of the system. Consequently, an attempt for needs analysis and assessment is made, and the main components of the suggested evaluation system are presented and analyzed. The presentation covers issues such as, the theoretical base of the proposal, basic concepts and provisions, duties for each position, methods and procedures for collecting data, various instruments for formative and summative evaluation, individual and group evaluation. These entire issues arc explained and discussed in detail and in relation to the local realities and constraints. This enables the reader to conceptualize the various aspects of the new system of teacher evaluation and understand better its developmental direction and constructivist and transformational character.
