Περίληψη

The argument of this article is that in the 1980s-1990s, among the major changes in the relationship between the state and the western European higher education systems was that the state defined the mission of higher education in relation to the needs of the» market". Consequently, there was increasing "vocationalisation" of higher education, also as part of higher education's mission to "civil society". Moreover, the state concentrated on the output of higher education and gave higher education institutions greater "autonomy". In its turn, the "individual" began to choose "vocationally" oriented educational programmes, in accordance with the needs of the "marker. These developments were in the framework of human capital theory and a liberal theory of the state.
