The paper that follows is built on two levels. First comes the level of general debate and then that of practical choices. At the first level, I present an ideological conflict which has dominated special education in the international and particularly the Anglo-saxon world for over SO years now. The conflict is between those who speak of integration of children with special needs in the mainstream school, and those who share a dream of inclusive schooling. This part also serves as a theoretical background to the paper. On the second level. I discuss how this conflict is transported to Cypriot reality influencing both educational policy planning and initial teacher training in Cyprus.
